Remote Irish Sign Language (ISL) interpreting project

Three organisations in the Deaf sector, DeafHear.ie, the Irish Deaf Society (IDS) and the Sign Language Interpreting Service SLIS, have come together to develop a remote Irish Sign Language (ISL) interpreting project. Remote interpreting involves the delivery of sign language interpreting services through the use of a webcam and video software transmitted over the internet between the interpreter's location and the location of the service provider.

The main benefit of remote interpreting is that it can increase the level of access to services for Deaf people. This is primarily because it does not require the interpreter to travel to the service location. It is particularly useful for short consultations. It is important to remember that remote interpreting is not intended to replace face-to-face interpreting, but rather to increase the level of access for Deaf people to services.
The significance of remote interpreting is that by harnessing modern technology with the services provided by interpreters, for the first time it will be possible to provide Deaf people with equivalent access to services, both public and private service.

The pilot project will begin in mid January 2011 and will run for at least 3 months. The service will be available on Tuesdays and Thursdays, and will be provided free to service providers for the duration of the pilot phase. Service providers must pre-register with one of the partner organisations in order to use the service, and medical appointments will not be accepted during this phase of the project. All participants will be asked to give feedback on their experiences of the project.

Have you decided who to vote for in the General Election on Friday 25th? Do you know what to ask when politicians and canvassers come to your door? Do you know how to vote or how your vote will help form the next Government of the country? This week’s Hands On is a “How-To” guide for the upcoming General Election.


Hands On asked the Deaf community what YOU wanted to ask those running for election and we put those questions to a representative from each of the five main political parties – Fianna Fáil, Fine Gael, the Labour Party, the Green Party and Sinn Féin:

1.Where does their party stand on the official recognition of Irish Sign Language?
2.How do they plan to improve job opportunities for Deaf people?
3. What about education – will they improve access?
4. Was the IMF/EU Bailout a good deal for this country?
 

Alvean and Sarah Jane are also here to explain everything you need to know about voting. We show you how to check if you’re registered and how to fill inthe ballot paper; as well as what happens to your vote after its been cast!

(SLIS) is the national agency for the provision of sign language interpreting services in Ireland. SLIS is committed to the Deaf community and their needs in terms of interpreting and related services. We promote, represent, advocate and ensure the availability of quality interpretation services. SLIS is seeking a Manager, based in Dublin, who will be responsible for the development and delivery of core strategic objectives and initiatives. An in-depth knowledge of issues pertaining to the Deaf community as well as to Irish Sign Language is desirable. The successful appointee must have:

• Experience in a management role and the capacity to work with

and support the SLIS Board of Management.

The Board of Directors of the Company and reporting to the Chairperson or his / her nominee on a day to day basis.

Purpose of the job:  
The Manager will work with the Board of SLIS to promote, represent, advocate and ensure the availability of a quality interpretation services to Deaf people in Ireland through the implementation and further development of their national strategy. 

The Manager of SLIS will motivate and manage the SLIS team to ensure the delivery of a quality service.

Main Responsibilities:

·         Develop (and periodically review) a strategy for the delivery and ongoing development of the SLIS in conjunction with the Board of SLIS and the Citizens Information Board.  The strategy development process should involve consultation both internally and externally.

·         Develop and manage, in conjunction with the Board of SLIS, the strategy implementation process, and the annual operational plans and budgets.

·         Manage the effective deployment of resources and budgets in order to achieve the overall targets under his/her responsibility.

·         Promote and advocate for the rights of Deaf people to equity of access to state services.

·         Promote and advocate for the right to high quality interpreting services- particularly in relation to the interaction of Deaf people with state agencies and services.

·         Promote best practice in the field of sign language interpreting including the introduction of a registration/accreditation system.

·         Develop an interactive website and actively facilitate the introduction of new technologies with the potential to improve the quality of access and interaction for Deaf people with public and essential services.

·         Develop potential options to ensure optimal delivery of an emergency sign language interpreting service.

·         Proactively develop the SLIS’s linkages and position with relevant groups, stakeholders and associations in the voluntary and statutory sectors.

  • Oversee SLIS’s role in the piloting, development and roll-out of a technology-enabled remote interpreting service.

  • Establish and maintain proper management information systems and financial & funding procedures.

  • Oversee the management of the SLIS’s property, possessions and materials.

  • Keep minutes and other relevant records for meetings of the Board and its committees and manage the Board’s administrative arrangements.

  • Represent and promote the organisation, attend and participate at conferences and seminars as required.

  • Participate in training and development programmes/courses to maintain and improve performance and to assist in identifying self training and support needs, including Irish Sign Language, if required.

·         Undertake such other duties as may be agreed from time to time with the Board of SLIS.

If you missed out on any of the brilliant episodes this series, now's your chance to catch up and see our best bits - from our Makeover Challenge, when Caroline and Ronan battled to create the perfect look for one lucky viewer, to "Come Sign With Me" which saw Brigid O'Connor get a cookery crash course. Viewers and Hands On presenters shared their personal experiences in the form of video diaries - and their funny stories. There's another chance to see our fascinating look into Deaf History and life at St Joseph's School and a new chapter in Deaf History with the Deaf Village project. It is now expected that demolition of the old school building will take place in late Feb/March 2011.

We take a sneak peak behind the scenes for some hilarious out-takes - think our presenters always get their lines right the first time? Think again!
We also have an update on the controversial issue of the campaign for Deaf people to be allowed serve on a jury. Since we last discussed this topic, Hands On presenter, Senan Dunne, received a summons to serve at the Central Criminal Court. Though he was not empanelled in the end, the judge's ruling on his ability to serve was a major breakthrough and may pave the way for Deaf people to finally see a change in legislation. We interview Senan to find out more.
